SK Hynix to invest $12.9 billion to build HBM memory chip packaging plant

Tech companies with actual chip manufacturing capabilities are racing to increase investment in new production plants. In this context, SK Hynix, one of the world’s largest semiconductor suppliers, is planning to build a new facility specialized in producing HBM memory chips (High Bandwidth Memory). This strategic move reflects the skyrocketing market demand for advanced memory chip lines to support the growth of artificial intelligence (AI) and other booming high-performance computing applications.

Strategic Investment in HBM Memory Chip Manufacturing Plant in Cheongju

Recently, SK Hynix officially announced a massive investment in a new factory in South Korea. The Icheon-based company will spend a staggering $12.9 billion to develop a facility dedicated to advanced chip packaging processes. This plant will be located in Cheongju, a city that is already home to other critical production facilities of SK Hynix. The choice of this location demonstrates the South Korean tech giant’s strategy of concentrating resources and leveraging existing infrastructure.

The new plant, named P&T7, is expected to play a pivotal role in SK Hynix’s efforts to meet the rapidly growing market demand for AI products, including HBM memory chips. According to the announced plan, construction is expected to begin in April 2026, with a goal of completion by the end of the following year. This is a fairly urgent timeline, reflecting the company’s urgency in expanding its production capacity.

Cheongju is already home to the M15 plant, which SK Hynix completed in 2018. Additionally, another facility, M15X, is currently under construction in this area to further enhance the company’s production capacity for new generations of HBM and other types of DRAM chips. According to information from SK Hynix, construction progress at the M15X plant is moving faster than originally planned, demonstrating the company’s high determination in the semiconductor race.

The P&T7 plant in Cheongju is forecasted to strongly bolster South Korea’s HBM output. However, SK Hynix stated that they aim to look beyond short-term efficiency benefits. As one of the “crown jewels” of the semiconductor industry in the Land of the Morning Calm, the company is also considering medium and long-term investments in Cheongju, promising to bring many new job opportunities and drive economic growth for the region.

Partnership with OpenAI and Impact on Memory Chip Market Prices

Not only expanding internal production, SK Hynix is also one of the key partners selected by OpenAI for the ambitious Stargate project. Together with Samsung, the company has signed an unprecedented agreement to increase output to an impressive figure of 900,000 DRAM wafers per month. Although no specific timeline has been announced for when this massive production level will be reached, it demonstrates the enormous scale of the partnership.

As part of the Stargate initiative, SK Hynix has also committed to building a new AI data center in the southwestern region of South Korea. The increase in production capacity is expected to help alleviate the current severe shortages of DRAM chip lines and other silicon products. At the same time, this will bring significant financial benefits to SK Hynix as market demand is at its peak.

Crucial information for consumers and businesses is that both Samsung and SK Hynix are currently forecasted to increase DRAM prices by up to 70 percent. Meanwhile, Big Tech corporations and other large data center customers continue to procure any amount of chips these two companies can supply in the coming years. This signals a period where computer component prices, especially memory, will become more expensive than ever due to the fierce competition to secure the supply of HBM memory chips and DRAM to serve the global AI craze.
